Deuteronomy 15:10

Thou shalt surely give him, and thy heart shall not be grieved when thou givest unto him; because that for this thing Jehovah thy God (Elohim) will bless thee in all thy work, and in all that thou puttest thy hand unto.

But thou shalt give to him: neither shalt thou do any thing craftily in relieving his necessities: that the Lord thy God (Elohim) may bless thee at all times, and in all things to which thou shalt put thy hand.

For the poor shall never cease out of the land: therefore I command thee, saying, Thou shalt surely open thine hand unto thy brother, to thy needy, and to thy poor, in thy land.

You will always have those who are poor and in need among you, so that's why I'm telling you to give generously to them.
