עַל הָ/רַ֤ע כַּפַּ֨יִם֙ לְ/הֵיטִ֔יב הַ/שַּׂ֣ר שֹׁאֵ֔ל וְ/הַ/שֹּׁפֵ֖ט בַּ/שִׁלּ֑וּם וְ/הַ/גָּד֗וֹל דֹּבֵ֨ר הַוַּ֥ת נַפְשׁ֛/וֹ ה֖וּא וַֽ/יְעַבְּתֽוּ/הָ
English Translation
Upon the evil, like hands, to benefit the minister who asks, and the judge in the payment, and the great one speaks his soul; he is the one who will use it.

Their hands are upon that which is evil to do it diligently; the prince asketh, and the judge [is ready] for a reward; and the great man, he uttereth the evil desire of his soul: thus they weave it together.
