English Translation
Why have I come, and there is no one? I called, and there is no answer. Is my hand too short for redemption? Or do I have no strength to save? Behold, by my rebuke I dry up the sea; I make rivers a wilderness; their fish stink, because there are no waters, and they die of thirst.

Wherefore, when I came, was there no man? when I called, was there none to answer? Is my hand shortened at all, that it cannot redeem? or have I no power to deliver? Behold, at my rebuke I dry up the sea, I make the rivers a wilderness: their fish stink, because there is no water, and die for thirst.

Can't you see that if I order it, the sea will dry up? I can turn rivers into a desert. Their fish stink because they've died of thirst since there's no water.
