English Translation
And the majority have become priests because they are prevented from remaining due to death.

And they indeed have been made priests many in number, because that by death they are hindered from continuing:

The law appoints imperfect men as high priests, but God (Elohim) gave his solemn vow after the law, and appointed his Son, perfect forever.
