Romans 13:4

for he is a minister of God (Elohim) to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is a minister of God (Elohim), an avenger for wrath to him that doeth evil.

For he is the servant of God (Elohim) to you for good. But if you do evil, have fear; for the sword is not in his hand for nothing: he is God (Elohim)'s servant, making God (Elohim)'s punishment come on the evil-doer.

for it is God (Elohim)'s minister to thee for good. But if thou practisest evil, fear; for it bears not the sword in vain; for it is God (Elohim)'s minister, an avenger for wrath to him that does evil.

Those in power are God (Elohim)'s servants, put there for your own good. If you do wrong, you should be frightened—it's not without reason that authorities have the power to punish! They are God (Elohim)'s servants, punishing offenders.

The authorities are God (Elohim)’s servants, sent for your good. But if you are doing wrong, of course you should be afraid, for they have the power to punish you. They are God (Elohim)’s servants, sent for the very purpose of punishing those who do what is wrong.
